Northeast Florida Volleyball Officials Association

A
Member of the Florida High School Athletic Association
Become A Volleyball Official
Following is a step-by-step process in becoming a certified
official for high schools in Florida. The FHSAA is the acronym for Florida High
School Athletic Association.
- 1. The first step in becoming a high school official in Florida is to
register with the FHSAA. The registration form is found on the FHSAA website
at: www.fhsaa.org Click the "officials" link at the top of the page.
After downloading the form, simply print a copy, complete the information and
send it to the FHSAA with the proper registration fee(s). The
Officials’ Guidebook
is also located on the website, both as a PDF file and in HTML format.
The guidebook contains specific rules and policies associated with officiating
high school sports in Florida.
- After the application is accepted, officials are entered in the database
system and a packet will be sent approximately four weeks prior to the start
of the sports season. Packets will include the sport specific rulebooks, a
100-question rules test (Part I Test) and FHSAA rules clinic information. The
part one test is open book and is used as a study guide for the official rules
exam.
- Rules Clinics: A FHSAA staff member or their designee will conduct a new
rules clinic before the season for the sports of football, volleyball, soccer,
basketball, wrestling, baseball and softball. The dates will be listed on the
website and a meeting schedule will accompany the packet. Beginning with
2005/06 season, the rules clinic will be broadcast via satellite and video
stream. That broadcast will be available until the deadline for the Part II
test on the FHSAA website. The meeting consists of a discussion of new rules
and their interpretation for the specific sport.
- The next step a new official must do is to contact the local officials
association. The names of the local association leadership are listed in the
officials’ guidebook; Contact the person listed under the category you best
fit. Joining a local association is key, as assignments to work games will be
issued for sub-varsity games from the association arbiter. The local
associations will conduct meetings, which are geared to provide additional
rules training, game evaluations and information regarding association
policies and procedures. (Attend the next NEFLVBOA meeting and join
the association.)
- A Part II test will be taken on the scheduled exam date. This test is
mandatory for post-season varsity officials; however, the test is available
and encouraged for all officials. The test is closed book and requires an 75%
accuracy to pass.
It is the hope of the FHSAA and NEFLVBOA that this information
will be helpful to potential new officials as you consider joining us in the
most important and rewarding avocation.
